CRITICIAL INCIDENT AND DISASTER RESPONSE POLICY
- Definitions
- Disaster from the University perspective shall be defined as
any event which causes major disruption to individuals,
community and property.
- Critical Incident shall be defined as any situation faced by
University staff or students that causes them to experience
unusually strong
emotional reactions which have the potential to interfere
with their mental and
physical state and their ability to perform either at
the scene or later.
- The University shall ensure, so far as is practicable, that adequate
and appropriate measures are in place to prevent predictable or potential
disasters and possible critical incidents.
- The University shall establish a comprehensive and integrated Disaster
Response Plan and Critical Incident Response Plan for each campus
and shall ensure that the plans are communicated to the University
community.
- The University shall ensure that there are appropriate organisational
systems and climate, including administrative and managerial procedures,
tasks and style, and infrastructure for responding promptly and
effectively to any disaster or critical incident.
- The University shall ensure that a liaison is established and maintained
with community organisations that may be involved in a response
to a disaster or critical incident.
- The University shall ensure that a comprehensive training program
is available for all staff, dealing with all aspects of disasters and
critical incidents.
- The University shall ensure that all staff and students have appropriate
trauma debriefing, counselling and support programs made available
to them.
- The University shall establish a Critical Incident and Disaster
Response Policy Committee which shall report to the Deputy Vice-Chancellor
(Academic
Affairs).
The Terms of Reference of the committee shall be to:
- co-ordinate the development of procedures and training programs
for the implementation and operation of this policy;
- revise procedures and training programs to meet changing needs;
- report annually to Council through University Academic Board
on;
- matters of policy and procedure
- incidents dealt with during the calendar year
- training programs offered
The Composition of the Committee shall be:
Deputy Vice-Chancellor (Academic Affairs) (Chair)
Director, Human Resources
Director, Campus Services
Director, University Properties
Head, Counselling and Careers Service
Director, Health Service
Head, School of Psychology (or nominee)
Head, School of Nursing (or nominee)
Head, School of Social Work (or nominee)
Risk Manager, Human Resources
President, Student Guild (or nominee)
